Breaking the Rules, Stretching the Rules 1998, a Worldwide Report on Violations of the International Code of Marketing of Breastmilk Substitutes and subsequent, relevant Resolutions of the World Health Assembly, is based on the results of the second IBFAN Monitoring Project, IMP II, conducted during 1997.

The Report was compiled and edited by Ellen Sokol, Shanti Thiagarajah and Annelies Allain, of the International Code Documentation Centre (ICDC).
